It has to, for field work, so it is built that way and tested that way. The job is held on the device and sent once a connection returns, which means a van in a dead spot is not a lost afternoon of records.

Who owns it when it is finished?

You do, completely. The store listings are in your business name and the source code is yours to take elsewhere. We will not hold either as a way of keeping your custom, and we hand over whatever another developer would need.

What happens when Apple or Google change their rules?

They both do, regularly, and an app nobody touches will eventually stop being accepted. We can look after that, or hand over notes so your own developer can. Either way it is worth planning for rather than discovering.
